Has my motor previously been rebuilt?

I tore apart thr motor and I've been just checking and measuring things when I noticed the orange coolant seal had this grey stuff around it. Upon further inspection and removal of the ring it seems it was held in by some type of silicon. I'm under the impression it was assembled from the factory with vaseline so there should be nothing around the seal right?

if my memory serves correctly the oem seals are actually a 2 piece. the orange and the grey. upon assembly they look like one piece but when you pull em outta the groove they separate.

are they any stamp marks on the tops of the housings? like and "F" or "R".
