Fuel Delivery Problem

I have an 88 Turbo2, i have a problem with my fuel system, this is what it is doing: when i have any more than a gallon or half gallon of gas in my tank my car seems to get more fuel to the motor, but when i have more gas than that it lacks power or lacks fuel to the motor.also, if i start my car on a cold start it starts right up, but if i turn it off after being driven(engine at normal temp) and then i start it up before it cools down it wont stay running, ill have to keep starting....the motors not getting gas.....im stuck!!!! I was told it was my injectors, so i replaced my secondaries and my primaries...and it still has the problem...i was wondering if anyone knew what the problem can be? any help will be appreciated...i am thinking my fuel pump?????
