Exclamation FD Low Vaccum/Fuel Problems?

I have a 93 FD RX7 that all of the sudden started acting up. I was driving it home one night and all of the sudden at a traffic light it started to hesitate and acted like it was loading up on fuel. You would hit the gas and it would barely want to move and just seemed to bog and cough. Then once I got to my destination I saw at idle it had dropped my vaccum from 16-17 down to 10-12. Not to sure what the problem may be. I changed the plugs less than 6 months ago so I doubt that is the problem. I was reading in the forums and was thinking maybe the fuel filter could cause this? It has been sitting from the winter and I put some new gas in it when i get the chance to drive it. I just find it weird that it was fine the whole night until then. Any input would be greatly appreciated.
