So have a Peripheral Port FC3S Vert with a 13bpp geneberg ida..Was messing with it all winter long and recently was messing with the fuel pressure since the car kept choking while driving. All of a sudden go to start it loud whine,no crank nothing.. Took starter out tested it with a battery and it engages and motors spins fine.. HELP !! Everything was fine all with winter long it was just all of a sudden when I was turning it on and off adjusting fuel pressure..
Could be a bad starter sometime starter fail and still spin and engage but fail to produce enough torque to spin the engine. Seen it happen plenty of times. This may just be your problem especially if you engine has great compression. Also make sure that your engine does spin. I've also seen bearing seize to the shaft from turning engine on and off constantly.
