FC won't idle

I purchased a 1987 FC n/a as a project car, and have fixed most of the problems in it so far, but when I went to start the car, it would sputter and not start. Don't worry the car isn't flooded. So then I tried a towing start. This worked to an extent. The vehicle would only start if I was pressing the throttle down fairly far. Then once the car was started, it would only stay alive if I was actively revving the engine, and would struggle to even stay alive if below 2000 Rpms. The car won't even think about idling. I gained access to the throttle body and found the first set of butterfly valves are stuck wide open, and also that a vaccuum line or 2 is missing from the throttle body. Any suggestions on how to approach this? My FC seems to only want to go full throttle or nothing!
