Boost controlling

Hey guys

I'm having trouble controlling my boost . Mods are full 3 inch exhaust with down pipe . Hks intakes and aftermarket fuel pump .

I've purchased 2 manual boost controllers because boost was WAY over normal ( hit 20 Psi) and was boost cutting . So set them, up went for a drive and the transition to 1st to 2nd jolts then starts boost cutting ( I think ? I have a video if helps )

So I read up on the forum and one of those had a post saying to bypass the solenoids for turbo control so I did but still more jerking and even higher boost.

I've tried adjusting the controls but nothing still jerking and still over boosting.

Can anyone help at all ? How does everyone else control their boost ?

Thanks for your reply - I'm guessing this is something I should have done.

Bare in mind this is my first turbo car so I'm still learning.

Any other suggestions after or do i just see how things go?
