apex seals slight freeplay and edge

As quick as I can put this. GSLSE 13B assembled engine. Very clean. Rotor housing look amazing. Viewing through the exhaust ports, getting a good view of the housing just under the spark plug leading to the exhaust port. No chatter marks, No flaking of chrome. Same for both rotors. I have never seen this engine run and was planing on rebuilding. If I can avoid that then "hooray". So when the apex seals are centered with the exhaust port I can wiggle the seal slightly on the x axis. I can also feel a slight edge just under the apex seal edge where the seal rides inside the rotor. I am led to believe that while the housings are in top shape, the rotors and seals may have worn. Can anyone confirm or tell me what Im seeing.
