Anyone getting Poor gas mileage Since the colder weather?

Im getting like 12-13 miles a gallon since the weather turned cold...Its gotta be temp related. I know these cars arent Great on gas..I never had complains at 19mpg when i had it. But the 12 miles agallon is bugging the chit outa me..And also at the same time since it has gotten Cold the car Floods everytime i start it. (I kill fuel till it starts and turn it back on). Is the ECU hooked to some kind of a THerometer? im thinking when its cold the computer tells the car to add more fuel but im not sure.! I am looking anywhere i can to find out whats Wrong. I would take it in to a shop But Unless the Specialize in rotories they would Just take my Money.. I am really out of ideas.. I did timing..(correctly i beleive) and still have the problem.. Also Is there a Computer i can hook up to my car to see if the TPS and the MAP all the other Chit is working Correctly?
