Air Fuel Ratios

Boy there is a lot of information on A/F ratios and what people are running out there. Here is my setup and I would like some opinions if things are normal.

-Stock Twin turbo 13B
-Catback Exhaust
-Downpipe
-Intake
-Stock Intercooler
-Pettit ECU
-Automatic Transmission
-Water temp 180
-Oil temp 175

Now I have an A/F gauge installed on the midpipe. When I am at idle or let off gas pedal, the A/F ratio pegs at about 19.9. when crusing speed around 80 at about 2800 RPM's, A/F ratio is steady at 14.6. When I hit the turbos the A/F ratio is around 10-11.5.

I got a feeling I am really running lean. Is there something to do here or is this normal?
