88' GX N/A 5th and 6th port question?

So I've been trying to get this past an E-Test, what a pain in the A^%!!!! There is an S5 block in it so no EGR vavle!! I've replaced O2 sensor, main cat, TPS, thermostat and got the fast idle cam working again!!! I clean the secondary injectors as well!! This was all done over the course of about 8 months and 5 E-tests!!!
Now the 5th and 6th port actuators, were seized, I just noticed this when I took off the intake to clean the primary injectors!! When they do the tests they do the road test then the curb test, could the ports not opening cause the HC's to be high after the decel???
And could some one please tell me what to look for in regards to the car consuming a horrible amount of fuel??? In approx. 30km I went through about a 1/4 tank of gas, and that wasn't even really pushing it!!! I can't find any leaks anywhere!!!
