'79 carb goes WOT at start

'79 carb goes WOT at start
I just swapped my carbs my other one was flooding the engine, this one, when i start it with the choke it goes WOT then if i push the choke in, or start it without the choke i have to give it gas to keep it running and it misfires bad.
anyone have any idea why it would do this?
