OKay, so I bought what I thought was a 1984 Rx-7 GSL-SE

they ONLY come with the 13B motors true, and if so do the 13b's come with FI or are they carbed.

Under the hood of my car today rooting around looking for the reason that it won't start and I stumble accross the 12A Engine tag.

Two options. Either it's not a GSL-SE or someones dropped in a 12A. You got screwed regardless.

easy to check the motor, it can be a carbed conversion.
on sparkplug side, there should be 13B on the rotor housings on top.
to see if its a true GSL-SE chassis, look at the VIN,
It should start with JM1FB332 and not 331
also check inside on the dash, left hand side next to steering wheel, there should be NO choke.

It's a 12A GSL - with a GSL-SE badge. Do you have the SE Rims? or the regular ones? That's another tell-tale sign.

SE VINS all start with JM1FB332
If it starts with JM1FB331 than it's a non-SE
Also, -SE's have the 14" 12 spoke allow wheels instead of the 4 spoke 13" steel or alloy rims on the other models. Plus the -SE has bigger brakes.
