Octane Booster does ****!
It raises is 4 to 7 POINTS of AN OCTANE... IE from 94 octane to 94.4-94.7 octane.

Just think about it. The highest possiable octane of anything is about 135 octane. You have 16 GALLONS of 94 octane that your adding 16 OUNCES of maybe 110 octane to...

If you want to boost the octane run 9 gals of 94 then get a couple gallons of the highest unleaded you can find, like 100 or 110.

Here in CA my turbo buddies and i have to fill up with a 1:3 ratio of 100 to 91 in order to get decent octane (about 94-95 octane)

i dont know if any of yall read "hot rod", but they did a study on octane boosters and found out that they did add horsepower if you used it with regular unleaded( i think 87 octane) but it only gave them like 3-4 more hp. they also found out that premium unleaded made less power( hp and torque) with octane booster than the regular with booster. i forgot why though, oh well.

Running to rich, same reason you shouldn't run 94 in a car designed for 87.

Dunno where you get your info from but you're just plain wrong.
An Australian car mag ran a story on the testing of octane boosters a few years ago. Not silly, unreliable dyno tests (too many other variables) but actual scientific measurement of octane levels. This was perfromed on a huge single cylinder variable compression engine specifically designed to measure the octane rating of fuels. This is the same equipment (at an independant testing laboratory) the petrol companies must use to prove their octane ratings to the government.
A baseline rating of untreated petrol was obtained and then about eight or nine products (mostly octane boosters but a couple of fuel system cleaners thrown in for interest) were were added to samples of the test fuel as per the manufacturers instructions and the octane ratings measured.
The results were mixed. Predictably the cleaners did very little, but both actually raised octane marginally (~0.5). Except for one octane "booster" that actually lowered the rating (!), all increased it by at least 1 point (i.e. 95 to 96) or more, some alot more. From memory the best product raised octane from 95 to 99!
So while it varies alot product to product, there are products that will raise octane by several points, not tenths of a point as you claim.
What no one has said yet is that octane does NOT add power, it simply adds resistance to detonation. Octane booster will allow you to run more ignition advance or boost, which will provide more power.
Personally, I've always added a bottle before I've taken my cars circuit or drag racing. This was not for power, only to increase the safety margin when running under higher than normal stresses. They tend to make the car feel a little smoother, probably because of slightly better burning, but performance increase was negligible.

i bet you get 5 more miles out of a hole tank with a bottel of octane booster in it, i heard rotarys should be run like 88 or 89 octain for best proformance, thats stock im guessing though

Increasing does absolutely NOTHING to performance, UNLESS you're running some kinda knock retard system (like the turbos do) or advance the ignition timing.

Pouring in some octane booster will do nothing for your NA, and (IMO) is a waste of money.
