Hey, I'm up in Misawa, so not much help from me aside from information.

This has lists of garages in the Kanto region. Very helpful for the guys farther south. I use google chrome to translate websites into English and you could probably use an Itouch/Iphone for a map to the spot. Saitama is pretty close to central Tokyo. Chiba's a little to the east, along Tokyo Bay.
And if you're into the night life, Shibuya is the spot. Look for a Club Atom in Shibuya. I went last year and it was the ****. Roppongi is a common tourist spot, but there's too many damn Nigerians calling you "Big Guy" and "Buddy". And word of advice, don't bring plastic. Always pay in cash and make sure you get your change back!
Have fun. There's millions of people in the world who would love to be in your shoes.

Thanks for the replay. ive seen tom's post and been chatting back and forth, super friendly guy.
not too much into the night life.. i went walking around the chiyoda-ku area today (around my hotel) and there is absolutely nothing here. just high end retail stores and places to eat. im trying to plan out my day for tomorrow and head outside tokyo.
its getting very tough and frustrating... taxis are way too expensive and im getting my directions from google maps using train and walking which i dont mind. BUT, looking further into those directions, i dont know how many of them are actually feasible as they look to cut across highways and what not, making it virtually impossible to walk to the stores... nor can i write japanese so i have no clue how to show a driver the address...

For Tokyo, I'd much rather take a subway than a taxi. The subways will link to smaller rail lines, not to mention they're cheap as hell. The taxis do get expensive. Maybe you could get as close as you can with the trains and find a taxi to get you to the direct location.
You can write the addresses in english characters, most of them can read that, as long as they're still japanese words. If they're still confused, read it to them. The least they can do is say they don't understand.
Akihabara is the Technology/Anime hub for Tokyo. And Shibuya has alot of clothing stores along with the location of the scene in Tokyo Drift where they drifted through the crowded street. I heard Shinjuku is a good spot for visiting stores as well, but I never went to that district. Great places for window shopping.
If you haven't already, find a little english to japanese book. It'll help out for normal conversations.
