Wouldn't it be a good idea to have a user establish a certain amount of posts before being allowed to post in the "for sale section"

For example, they must post at least 100 posts so moderators can see if they're any help to the community then allow them to post things for sale)

I've seen it done on other forums but with the increased number of scams from low post count users we might want to adopt this also.

Users should also exercise their own judgement when encountering users with low post counts. Your idea does have merit and has been considered in the past however for reasons determined by the admins has never been enacted, this idea has also been considered for the lounge access as well.

There are some other considerations to think of. First off, many of the older guys (40+) lurk on the forums are really aren't into the whole chatty thing, those users should not be penalized because they don't get into the banter and squabbles here on the forum. Secondly, if my knowledge of VBB is correct if you enable this function it would block both new thread posts as well as replies. Therefore if new user signs up on the forum wanting to purchase their first RX-7 or maybe parts for their newly funded project they would be unable to until they made a bunch of posts. Just something to consider.
