Can't help you with a builder in your area, but I can say that doing your own rebuild is a very satisfying experience...12a/13b are all basically the same. First, you need to have all your parts cleaned and inspected, by inspected I mean everything must be within OEM spec. so you will need an array of measuring tools. All out of spec. parts must be replaced by good used or new parts. You will need new seals and springs, oil control rings and O rings and a gasket set. Someone to give you a hand preferably with some knowledge of these engines would be advisable, as you must complete the build in a few hours.
You will need all the tools of the trade, various measuring tools is a must, as well as a good manual.
You would be wise to seek out someone in your area that has done this before to advise you as you go, Like most mechanical ventures there are tricks to the trade and he/she may have a few. Rebuilding any engine is very tedious job and can play havoc with your patience, one mistake and all your hard work is for not. Rotaries seem to be this tenfold.
If all this is not your cup of tea...pull your engine, box it up and ship it to me...
