No horn
stupid question time... does the new steering wheel have a horn button (ie. was it meant for one)? in my limited knowledge of things horny, I could suggest that you must have the proper hub / offset for the new steering wheel. I think when the steering wheel makes contact with the hub it creates the proper electrical connection (ground?) in order to work properly.

Im not too familiar with the FD steering wheel and column....but overly familiar with the FC. Does the FD wheel have a circular contact area and a screw/spring assemlby that runs on it to keep current to the wire while you turn the wheel? I have seen dirty/contaminated ones cause problems on the FC.
Secondly:
Touch that wire to any good ground source to see if the horn works. If you get beep beep, its the button, no beep beep its the wiring or the horn itself.

wonderin if you may have Popped a fuse when you Replaced the Steering Wheel, Manios..I don't think anyone mentioned that.(is it even possible?)...also if you test the horn button with an Ohm Meter to see if the Button actually works,may help..another thing is to find the Wire that leads to the Horns(test continuity on that wire),then apply 12 volts to the horns to see if they Work at all...(just some stuff to try).
Alright, here's "HOW YOUR HORN WORKS"
Since changing the steering wheel broke the horn, it is fair to assume that the horns and the horn relay are functioning properly.
the little wire in the steering column should be 12v, pretty much all the time. If it is not 12v, you blew a fuse or broke the wire.
The horn button should connect that 12v. wire to ground. Make sure your horn button does that.
If these two things don't fix it, then you can dig into the relay and the horns themselves. A quick search around here should net you an online wiring diagram.
