Welcome!
I can tell you from living over 27yrs up here, you won't find any local mechanic that knows anything about rotaries. About the only place that has a clue is New Roads Mazda (believe it or not). They have a rotary guy on staff due to Mazda Canada sending all their vehicles there whenever they need to get them ready for press or anything else. You'll find both the yellow and the black FD's up there from time to time. So I know they're versed in FD maintenance. Don't know about FB maintenance.. but you can try...

Thanks for the New Roads heads up. I'll put out some feelers. The 13B engine is (and has always been) in great shape. But I have a problem with the oil cooler which I hope can be handled in a fairly generic way.

That shouldn’t be an issue for them. I’ve had them install custom oil coolers for my FD without a hitch. If it’s just the oem oil cooler, it shouldn’t be a problem.
