no reason you couldn't. the build would look different than most of the others on the forum, oh and you need to go turbo, if you keep the rotary.

actually i'm pretty sure some of the cars my friends had in the 90's were a cat and airpump away from being smog legal and high 300's

But you cannot change the turbo in Cali. IIRC any aftermarket turbo would not pass a visual inspection, so I would say no. Can you build an engine that will make 400 whp and pass smog?Yes, but not visual.

nah, HKS had a legal turbo kit. its rare enough that you could just get an HKS iron manifold and a T4 and say you have that turbo kit.

Yeah but on the same note you cant port the motor right? So even with a bnr wouldnt it only be around 360-370 on stock ports?

All you would have to do is some trick paint work to make it look factory.

unless the part was certified by the CARB, HKS used to do it with their parts. so there actually used to be an HKS T04 turbo kit, intercooler, intake and cat back that was 100% legal in california.

I have one(HKS Sport Kit with a T04), and my car passes. Most smog guys don't know what they are looking at anyway, especially if the sticker is not on the hood. I have the HKS CARB sticker but it is not on the car and I have never, nor was the previous owner, been ask for it.

As a smog tech, ill say its possible, youre going to spend a ton of money doing it, but youre going to have to hide everything and make it look stock. Realistically, if you have to post asking if its possible, you arent capable of doing it. Not knocking you, its.just not an easy task.
Legal emissions levels are stupid low now too.....

You could always do a motorswap and get that carb legal.. A motor from any car same year or newer with all the emissions running gear from it. Has to be a car, i.e. truck motor won't be legal. Only reason id consider LS block v8 , Im sure there are alot of carb legal bolt ons for them.

I think 400hp in a street car is kinda insane lol, 300-350 is nice though imo. A hybrid turbo will get you into the 300s.

you should be able to get away with a BNR stage 4 and get close to 400, like 370.
It looks very similar and especially if you use all the stock equipment for your inspection
