Build 98% done, running into problems on dyno...

Alright guys, i have a build thats almost done, im talking everything is done from a full bridgeport, to precision gt40r billet compression wheel turbo, 850/1600's, and haltech PS1000. Now i dropped it off to a local shop 3 weeks ago to get the final tune done. We had it governed with a boost cut-off at 14lbs and a rev-limiter at 6k. Once it got to the shop they replaced the plugs, installed another fuel pump and started the dyno, now we cant build boost? Every once in awhile it will build whatever you want it to then the next minute it might peak at only 2lbs...? Has anybody ever expirienced this? I dont wanna point the finger at the haltech but thats the only thing i can think of. This car has been running governed all summer with no problems building boost whenever i wanted it. Any help is greatly appreciated. Thanks guys!!

Unhook the boost control solenoid (I believe this is what you mean by governer) and hooke the waste gate up to the vacuum source directly.

If that allows you to build boost then it's a bad boost control solenoid or your ems isn't sending it a good signal or the settings are wrong.

If that doesn't help, then you have a weird intermittent major but major boost leak. Or your waste gate is getting stuck open intermittently.
