Most radar jammers act as an antenna for radar guns. The tests I saw show that with a radar jammer active, the radar gun was able to lock on the car at a much greater range.
I looked at getting one about a year ago, and everything I saw about them said they were pretty much worthless. Just get a good radar detector and be smart about your speeding.
