Most people wouldn't unless they own a second gen or want more air to the IC/ Radiator. I did it on my car because of the V-mount. If the bumper is getting replaced with a larger mouthed one anyway and its not in condition to sell then **** yes. Go to town on it.

I would install a vented hood before I'd cut the front bumper. Where are you expecting this additional air to go?
