CA Wont start any Help

Hey guys i hadnt started my car in about 3-4 months time i went to start it up battery was dead so i charged it and started the car and about 30 seconds in, the car died but its not tuned yet and i have this problem normally it would sometimes die on idle unless fully warmed so i figured id go start it again and help itself idle till it was warm. But when i went to start it the second time Nothing. It wouldnt really kick over I would sometimes but i wouldnt let me give it any gas, and it kinda smelled like it was flooded cause i could smell alot of gas from exhaust. so i let it sit for a while and started it again still same problem it wont start just keeps tryin to kick but nothing but sometimes it will start but idle at really low low rpm like 400 range and idle for a good 4-5 seconds then die, but i wont get any response when i try and open the throttle it doesnt do anything it wont go any higher than 1k rpm and it will try and start like every 10 15 seconds but only gets llike 2 or 3 turns, dunno whats up i think its either flooded hard or its not getting any gas at all so i was wondering what i could check to see whats wrong or if u think i should just get some starter fluid and try and start it like that and see whats up

1. Try the deflooding procedure (search).
2. Change plugs.
3. Jump the diagnostic port and check fuel pressure.
4. Check fuses in small fuse box near the battery.

Like Fixable said, first try the deflooding procedure.
There are a few different versions you can:
-Remove plugs and crank the motor over a few times just to make sure
-Replace the plugs and hook the wires back up
or:
-Hold the Accelerator down all the way and crank the motor over a few times
or:
-pull the EGI relay and crank the motor over a few times
-Replace the relay

I prefer option one, just because its the best way to be sure the fuel leaves the "chamber", and is replaced with mostly fresh air.

If you still have the double throttle, this could explain the inability to rev above 1k. Since the engine never has a chance to warm up.

Also Check your TPS is in spec, if it isn't the ECU could think the throttle is open more than it really is and be injecting excess fuel, which will just lead to an infinate loop of flooding-deflooding-flooding.
