won't idle below 1500

I have tried everything but the idle will not go below 1500. I have tried adjusting the tps, no luck. I have double checked for vacuum leaks, None. I am starting to wonder if removing the purge control selonoid and double throttle is the problem. I safety wired the throttle body for the cold start, so that can't be it. I am in japan and it is hard to explain to a dealer what the problem is. As for what my car has: A tuned redom ecu(boost 1.0, 1.1 bar), full exhaust, down pipe, Fmic. Can some one please help me out. Or I am going to pay a *** load of money when it is probaly just some thing stupid. Thanks

My motor is street ported. I removed the coolant line that runs to the throttle body, therefore I had to safety wire the cold start open. Or the car would always think it is cold, and idle high.
