Lightbulb this winters turbo set up?

As summer is coming to an end i am scrambling for cash for the winter when the car is in the garage. I am running stock turbo and ecu and am wondering if anyone has any advise of how to spend my money. my goals are 400 wheel horse power on pump gas at 15 pounds. strictly street set up.
My current plans for the set-up is :
large v-mount
engine rebuild with aggressive street port (probably ito's)
the question is what fuel/computer setup and what turbo setup?

I would go with a pwer FC and a TO4S or 60-1 turbo set up, that will be good for 400 wheel HP, that also is my goal
