Will my car pass emissions?

I live in oregon, and i have a 94 rx7 fd with a brand new motor and turbos. Only mod is the downpipe modifcation. Will it pass deq? or does it have to have a cat?

the main cat under the car is enough to meet the tailpipe emissions. in Ca we have a visual check, so the downpipe fails that part.

I did a precat delete and capped off my EGR and passed fine in AZ with the stock man cat

Most smog techs wont notice a missing precat. Likely it will pass.

I have my downpipe wrapped and they don't even notice. However I am failing miserably for some reason.
