Question Why my vac drop??

After installing pulleys (PS, Alt, WP) and removed air pump.. my vac is reading 15 now.. but it used to be read 17 when car was idle'n.. is this normal?

That's pretty low, but it also depends on the rpm too.

Maybe my vac hose is losing?? does pulley upgrade changes RPM too?
