why does my coolant sit so low?

when the engine is stone cold, and i try to add in more coolant, the coolant would just drain back to the very bottom of the filler neck, i can never get it to stay topped off all the extra water/coolant i put in goes to the overflow tank... wat is wrong with my coolant system?

the overflow tank is full, new cap on the filler neck, and new stan pressure release 16lb cap on the alumnium ast.

any ideas guys? is coolant level suppose to stay at the very top in fd?

Is it leaking coolant somewhere? If not, it might be the pressure of the cap.
