does it happen just when starting the car, before it is warm. Or anytime?

thats fine, if it lasts about 3 minutes or so, thats fine, just water condensation burning off.

There is a huge difference between white "smoke" caused by water condensation which is simply water vapor vs true "smoke" caused by antifreeze burning in the combustion chambers. Condensation is a very normal part of ANY car's engine at start up.
As for the idle fluctuation....next time turn on the parking lights and see if it stabilizes. This is a known issue with the FD and the stock ECU.

As stated before, white SMOKE (not vapors) is indicative of coolant burning in the engine. In all likelihood, you may have a blown coolant seal. Honestly, for all that COULD go wrong with the 13B, a coolant seal isn't that bad.

Start the car up and take a causal whiff of the exhaust. If it smells like exhaust, you're okay. If it smells like candy, you're looking at an eventual engine rebuild. Check again and you're looking at some permanent brain damage, so don't go huffing your exhaust trying to smell the "candy gas." I know there's not much else to do in Merced, but... :P

Is the revving happening at cold startup or once the engine is warm?

coolant smells "sweet" when it burns.

If you've smelled a normal FD exhaust and then yours with the white smoke. if they smell the same, it's condensation. if yours smells different(sweeter) then that's a coolant leak.

First of all, see if the idle fluctuation gets fixed by turning on the parking lamps. If all you have "wrong" with your car is a strange idle and condensation at start up, then...you don't have ANYTHING wrong.
Don't go looking for trouble if it isn't there....the rotary gods will smite thee.

What is your vacuum at that rpm? do you have a boost gauge? If not, get one.

Check the Map sensor.

Black plastic thing on the firewall right by the upper intake manifold.

Make sure the hose didnt pop off it.
