I belive it is a ground wire that clips to the bracket that holds the ECU. I could be wrong it has been a while sence I have been down in there.

I believe its the radiator fan test wire. Touching it to ground while key is on should run the fans.

No. Don't connect it to anything or the fans will run all the time. Search fan mod. You can run a switch wire to that wire, ground the opposite pole of the switch, to turn fans on any time you want. That wire was for tech service only but is easily reconfigured for the "fan Mod"

That is the test wire for the fan circuict. When grounded and the ignition is on for 2 mins the fans will come on Med. when the ignition is cut off (with the wire still grounded the fans will run on for 10 min. If you use a switch to ground this wire it will act the same as shorting out when it on, one difference is when you turn the ignition off and wait 10 to 15 seconds and turn the switch off that grounds that wire the fans will drop to low speed and run for 10 minutes with out killing the battery. Not using a switch when you ground that wire leaves a relay energised all the time and over a period of time eventually runs down the battery.
