Wheezing noise and low primary boost

I have my car set up to have a boost pattern of 12-15-12 however I'm getting 5-16-15, and I hear a wheezing noise under the hood when the boost comes on. Where should I start looking ?

Weird. A bad primary turbo?

Do you think maybe the initial pressure from primary boost is breaching from a piping/duct. Maybe it reseals after the initial pressure.

Can't you connect the boost gauge right on the turbo assembly somewhere and see if they work right? I can't remember the details right now.

The car is acting the same as it was when I had a crack in the primary turbo intake elbow. I don't see any leaks there however.
