What wiring or relay turns the ECU on?

I finally hooked a battery up to my car & with the key in the ON position, the Power FC commander wouldn't turn on / light up. The only pin I checked was 1A, that has 12v constant. Does the ECU get signal from a wire telling it to turn on?

With & without the ECU plugged in, the car does the same thing; fuel pumps turn on, HKS twin power turns on, exhaust warning light stays on, and there are some long beeps comming from the dash (almost like the low coolant beep, but not constant).

I doubt its a bad Power FC because the car ran fine with it before. When I pulled the motor I disconnected the Power FC and it hasn't been touched since, granted its been 3 years.

If you guys know of any tests I can run on the wiring that would at least help me narrow it down to the ECU or the wiring.

First, check all the fuses in the fuse box on the battery. Then the fuses in the relay box next to it and the 2 main relays - yellow and green (I can't think of which powers the ECU right now since its late).
I'll check the diagrams tomorrow and let you what else to check, but that will give you something to start with.
Also keep in mind that it only takes a small electric shock to kill sensitive electronic equipment like the ECU, even static electricity small enough that you wouldn't feel it.

All the fuses are good. The yellow relay is clicking, i believe thats the main. The green one wasn't clicking... that is for the fuel pump. I thought the relay was bad, so I opened it up and have been switching it manualy. When I switch it manualy it turns the fuel pumps on.

I really hope this PFC isn't shot.... I have barely used it.....

OK, real stupid on my part. The plug on the bottom of the small fuse block (EGI 30a, main 120a, ect.) wasn't plugged in.
