What are these ports for on the lower intake manifold?

What are these ports for on the lower intake manifold?
Recently when i was taking my engine apart i noticed these ports on the LIM That seem to have exhaust running through them. It seems that they are supplied exhaust gass through the space between the rotor housings and the exhaust sleeves. The Exhaust ports also have little holes under them that have gas running out of them too. I was just wondering what purpose these had?
