As a guy that has put a FD or two back together, the front end is VERY sensitive to part fit and adjustment. You won't get that fender to fit right, it must be replaced.

Fender

The fender can be had as low as 90 bucks for the front. I bet you it cost more and time and body filler to fix it. And you will have body filler now.

I can definitely see your complaint. It's very obvious especially from the angle the pics were taken. Complain until they do it right. If they have any sort of reputation to keep they'll fix it.
