What part of the clutch controls engine speed??

You see I am positive that my clutch is slipping as you guys may have seen in my last post, now my question is what part of the clutch or transmission controls the engines rpm and speed??

The last I checked, it's the throtle that controls engine speed. I don't understand the question. The friction plate, flywheel, and pressure plate are the main components that engauge the engine to the transmission, if that's what your refering to.
