What is the function of the Port Air bypass valve?

Would someone please describe why and when this valve operates...warm...cold....wot...idle only....???

under light loads, bleeds air into exh ports before O2 sensor. provides a slightly richer mix when under closed loop operation, for better response.

does it only operate in closed loop or at various rpms...I assume by closed loop...you mean it funtions at any temp
