What does a Rebuild consist of?

what exactly besides the seals, so they replace in a rebuild?

Depends on what shape the old engine is in. The old housings (front, rear and side), rotors, pulley etc. may be reused if they're in good condition. If they're fucked up, you cant reuse them even if you clean them.

An typical rebuild consists of geting big wads of cash and throwing it at the nearest Rx Tuner.

Depends on how far gone your engine is? if its just a bad tip its can be as little as a set of tips and a seal set but worst case would be if its over heated bad then it could be bin food.
