what cause idle control motor broken

what cause idle control motor broken
rmp gage goes up and down when engine gets hot..
during running it's ok..it happens only when i start engine again when engine still get warm..so i think it's not engine problem(i got new engine last yrs)..
best guess is the idle contol motor problem..
does anyone have thought about that?
