What is this?

I'm guessing the part hanging out the back is a fuel tank? and the holes are to put fuel in? Why 2 holes? I'm sure i've seen this on other cars but it was on the side of the car like that with 2 holes?

I don't remember where I heard it, don't even know if it's true. But I believe one is for fuel and other is like a vacuum to get fuel in there really fast.

one port is for fuel to go in, one is for the displaced air to escape to haste the refueling process.
