we are talking about an fd right?
were you spinning and let out of it after you started?
it seems that even @ 7psi the time should be slightly quicker.
it is hard to analyize w/o having all of the details......

Yes I am talking about a FD, and Yes its a Freshly Built motor. but i heard that my restricter pills were taken out thats why im making less boost. so i guess ive solved my problem of why my boost is so low, but is 15.1 @ 7psi a good quater mile run? oh yah i got intake, down pipe, full catback exhaust, Koyo racing radiator, and a blitz blow off valve wich dont add ****. but does that sound right??

If you got 3k on the motor already, have your boost upped to 10psi. That's more than safe if you aren't creeping at all. What kind of ecu are you running? From your mods list above, it doesn't look like you've got one. If that's the case, I'd recommend looking into an aftermarket ECU that will allow you to control boost properly (PFC, Haltech, etc.), then up that boost. With all of your mods at 10psi you should easily make low 13's in the 1/4, and maybe even high 12's.
