Weird noise

So after fixing a the hose from my intake to air pump ( not to sure how long its been off got the car a month ago ) It makes a weird noise. When I let off the gas it makes a weird noise (not bov) kinda like the belt is slipping, I was talking to a mechanic he was telling me something about clutch disengaugeing (can't spell) on the air pump pulley.

Could someone explain this to me , any ill effect?

The MOO I'm talking about is after the clutch disengauges when you let off the throttle... This is a longshot, but I was getting a lot of noise from my airpump/intake when the throttle was applied due to a hose that was weak and was collapsing under throttle...
