Question Wastegate position when car off?

When the vehicle is turned off does the wastegate actuator stay in the "open" position?

Only recent work was a y-pipe install - all lines and pipes, etc have been checked/rechecked. everything is hooked up correctly.

I have zero boost. Solid vacum at idle and under slight acceleration. I have gone through all of the trouble shooting guides for no primary boost. Obviously with solid vaccum, it's an issue before the throttle body.

This is the 2nd set of turbos on the car, I got them used a couple of years back - I think I remember there was a problem with the wastegate actuator arm being bent, I'm not entirely sure though. I guess I'll hook up a vacum pump to the actuator within the next couple of days and see if the rod will move. Maybe with the car recently being jacked up several times over the past few weeks has caused flexing, etc or there was something that I did could of caused the rod to bind or bend?

You guys think I'm going in the right direction? Opinions please!

The WG actuator is NORMALLY closed as pressure is what opens it up.

Even a fully always open WG on a stock seq-turbo system will only slow boost buildup and limit it to about 7 psi.

Disconnect the pressure side hose to it and verify (carefully) that boost is there or not. If not there, then
you have other problems.
