Question VERY rough idle

I just recently got my Rx7 back up and running after an OMP/engine harness/ecu issue. Completely stock, and now it is idling ROUGH. When I first stated the car up tonight, the gas pedal was completely unresponsive for a while, so I just had to sit there. Eventually it started responding to my foot's input, but still hesitant. I drove pretty light for a few miles and it seemed to clear up in terms of responsiveness. I drove around for about 20-25 minutes, still not being hard on the car but shifting at about 4500-5000 rpm. For the most part everything was good except once it got caught up at 3500 miles and wouldn't rev past until i pushed the clutch in and tried again. After driving around for a while, I stopped to check idle and it was doing this:

I checked for any engine codes, and it is free of all codes. Is this just a clogged cat on the downpipe? Or am I looking at another issue?

Also, on occasion, i heard a "tinny" sound from under the vehicle kind of near the passenger footwell. I'm not 100% sure this is accurate; maybe my ears are paranoid of my car.

Any suggestions are greatly appreciated. I've already ordered a new DP and an HKS Hi-Power exhaust and I suppose I'm just looking for reassurance that this will solve my idle and somewhat rough driving.

Will a bad enough vacuum leak cause the car to not start? As of this morning, it will crank but it wont turn over.

ok 3 things to check,

1. alternator or battery
2. like stated above, vac leak
3. grounds
