Twins: Primary noisy after rebuild

Hello everyone, I have just finished a rebuild of my REW in my 93 FD. She has sequential twins, acv delete, original rats nest. Now that everything is buttoned back up and I am breaking in the motor driving it, I am finding that the primary turbo whines loudly as son as it begins to create any boost. When I stripped the y pipe and intakes off the twins they both run quiet with the turbo Control Actuator letting boost to both. When the actuator is closed and all exhaust goes to the primary and I rev the engine you hear the whine build. It could be deafening if rpms
went high enough.
I have been tracing my vacuum lines and checking check valves but have not found anything yet.
Any suggestions on something that I might have backward that would the cause the primary turbo to be noisy like this. Again, allowing flow back to the secondary turbo and having both spin while revving they are both smooth and quiet.

check all gaskets and hoses in that area.
