twin turbo question?
Well. I am still considered a newb to all of this giving advice thing. But, i would sugest taking the intake off of the primary turbo and checking to see if the wheel spins by hand and also for shaft play. That will tell you the condition of the turbo and if it is bad or not. And then go from there. If it is bad then that would be a problem, and if it is not.... i doubt that you have a boost leak so i will let one of the big wigs tell you what control solenoid does all of that and more info. But i would start off with the turbo first.
Check this site for stock twin turbo troubleshooting hints:

I would suggest starting with a boost test and then proceeding with the info in the link Mahjik provided.
