???
If you want cheap and easy do a nonsequential setup. If that doesn't work, then, well, you probably won't get any turbo to work.
Going aftermarket single is not cost effective. (It might provide some insight into why he's broke)
What exactly is wrong with his turbos anyway? Smoking? Loss of boost?

Actually having been through the turbo system from start to finish now, i can say it is not that big of a deal, but to start on it, is a bit overwhelming.
If you took your time and checked everyting out carefully, you could repair the whole system in 3 or 4 hours. He needs to do all the obvious stuff first, like make sure all the lines are in good shape - i.e. buy silicon vacuum tube.
You really need a vacuum pump which can be had for $20 at autozone. The forum will help if you have questions, but there is a ton of info on the net about checking all the components. It will pay to take the time and service it correctly.

People have been watching too many episodes of "Monster Garage" and "American Chopper", thinking that you can make anything work in a couple of days with a blow torch, a ballpeen hammer, and hacksaw...

Can you do it? Probably. However, you will still run into the issue of the programmable ECU. I would doubt that the series 5 TII turbo flows the same CFM as the stock twins. In that case, you'll need something to tune it or you could end up running too rich or too lean (most likely on the too rich side).
