Turbo and oil pressure issuses

I'll start off with the oil pressure issue, at Idle it sits near 0 and will remain low until I biuld up the RMP's them it hops right on up to the normal spot, think I have and issue there, car sounds fine, oil level is perfect, ect.

Now the turbo's the have 113k on them now still working so so, anyways, heres the deal they boost to 0.60-0.70 bar according to the greddy gauge, 0.61-0.64bar on the FC commander, and 1bar on the boost contoler (acutater is disconnected just the unit with power and the vacum line) but it feels like there is a little pull with the primanry (first one that spools) and then when the secondary is spose to kick in....sometimes theres pull, others a little, sometimes none, and then sometimes it kicks in late, so I just under the assumption that its they are old and had there life, I can REALLY tell the diffrance is speed from when I first got it. I have a VERY nice used set on stand by in my room, BUT i would really like to rebiuld them so they are "like new" when they go in anyone know where to get a rebuild kit? or anyother Idea of what it could be. ON that note I have my boost levels set for .85-.90bar and it wont boost that high what could cause that?
