Question Turbo gaskets: used metal vs new paper

So I'm putting all the stuff back on my engine (94) after it returned from a rebuild. I notice that the original turbo inlet and outlet gaskets are metal. In the big full gasket kit that came back with the engine, however, are four paper gaskets.

Now I believed that they switched from paper to metal for these gaskets, but I'm not sure if this switch occured before or after FDs. (That is, whether the switch occured during the FC turbo years.)

So, why would they include these paper gaskets???

Other thoughts?

ps: yup, searched... found nothing addressing this particular issue of "the return to paper gaskets"

The paper ones work perfectly fine but are prone to stick and tear upon removal so you can't re-use them if taking stuff apart often.
