Yeah really trying to find exact same one with bolt pattern so I don't need to drill more holes smh. And wing cards don't have screw in cards they are like double sided tape. I feel like it's gotta be a rep.

I stand corrected. The Racing beat Type 2 and Mazdaspeed are almost identical except the Mazdaspeed one has adjustment screws under that paned on the ends. No such adjustment screws or panel for the RB wing.
That remined me local kid smacked up his burnout kit. I think replacement bumper was about $450. But he had to switch to S6 stock due to insurance limits.
My brother-in-law' car has something similar. We have not figured out the maker for his car either. His car came like that from Japan in 2015.

Not a burnout bumper, the openings for the oil coolers and radiator/IC are too large. The front bumper that you are asking for is made originally by Vertex (but ViS makes/made a replica)
For anyone that is interested, here are the differences between the Racing beat and MS wing:

- slightly beefier blade
- 2 angle adjustments
- 2 tamperproof Allen screws to retain endcaps.

- 95% true to shape and design of MS
- slight gapping on leading edge (nearest the hatch glass), fitment would be 9/10 on a dark colour such as black.

- Fitment near perfect. Slightly smaller blade
- fixed angle
- encaps have no screws, only double sided tape
- 2 holes with backmounted nuts welded to flat iron for mounting. Recessed design to hide mounting tape.
- holes appear to match stock 99 spec holes. (They are located centre of the indents underside edges of the hatch. Fitment looks spot on and very minimal gapping even on light colour such as silver.
Side note... would be very interested to see an Odula blade customized to fit a MS wing.
