Tranny Question... plate missing

So I slide under my car for the first time and really inspect things and I find there is a plate on the tranny that is missing, i can see what I beleive would be my lightened flywheel and I think to myself... should there be fluid or somthing in there? So should there? Its a bolt on plate viewable from under car looking forward. Anyone give me any info on this?

Two 6mm bolt holes ? That is an inspection cover , remove it to take out the 6 pressure plate bolts or see if the clutch is releasing ect. No fluids , just make a cover to keep out the dirt, rocks ect.
